Next Steps in Somalia

The course that the US and the United Nations should take in the 2nd phase of intervention in Somalia is considered. A deliberate rather than rapid pace - with patience on the part of foreigners when the inevitable setbacks occur - is recommended, as this will permit authentic community leaders to emerge from Somali society.
