Sir, Given the urgent need to put out fires in British cities, both prime minister David Cameron and your editorial, “London’s week of humiliation” (August 10), rightly emphasised focusing on the symptoms, deferring responding to fractured relationships between police and public and deeper-rooted, underlying causes and conditions until order had been restored.
As I discovered long after I and others gave testimony to the Scarman inquiry into the Brixton disorders of April 10-12 1981, some 30 years ago, for whatever reason – exorbitant costs and complexity, little or no patience and political will – the long run never catches up to the present, thereby enhancing prospects for the resurgence of a Hobbesian world view and corresponding reality.
