This publication discusses the peace plans and the international engagement in the Balkans. The first part examines the varying success in implementing the peace plans, their contribution to regional stability, and possible changes for reworking or re-launching them. The second part discusses the role of international factors in helping to implement the peace plans. In this regard especially, the changing role of the OSCE, the EU and the US in the process of peace-building is reflected.
