The stagnation in the Israeli-Palestinian peace process leads the international community to consider which next steps it can and should take to promote conflict resolution in the Middle East. A policy idea that has been gaining traction in 2016, and that was adopted in June by the EU Foreign Affairs Council is to present “a global set of incentives for the parties [Israelis and Palestinians] to make peace”. To date, incentives have made only a limited impact on the Israeli-Palestinian peace process, but it is assumed that if utilized differently they can be of much more significance. The talk will introduce the different incentives for peace that have been offered so far by the US, the EU, and the Arab League; assess why they have not been successful enough in promoting peace; and discuss how they can be made more effective, in the context of a new international incentive package and other next steps.
Dr. Nimrod Goren is the Head of Mitvim – The Israeli Institute for Regional Foreign Policies, and is a Teaching Fellow for Middle Eastern Studies at the Hebrew University of Jerusalem.
