Carmen MacDougall
Carmen MacDougall, senior counselor, has more than 20 years of experience in public affairs and marketing in the private, public and nonprofit sectors. Before joining The Harbour Group, she was a communications consultant, working with international clients. She was vice president for communications at the Carnegie Endowment for International Peace for more than six years, serving as a member of the five-person senior management team. She oversaw the institution’s branding and strategic communications initiatives, involving external relations, publications, advertising, and the web. There, she and her team won awards for the Carnegie identity program, web site, and print advertising. She also was responsible for overseeing the Carnegie Endowment’s information technology department and library. She joined the Endowment in 1998, after serving in a number of roles at the U.S. Department of Energy, including deputy assistant secretary for communications. There, Ms. MacDougall provided senior communications counsel to Secretary Hazel R. O’Leary and Secretary Federico Peña in the areas of energy, national security, environmental cleanup, and science and technology. Prior to government service, she was vice president with Ogilvy Public Relations Worldwide, where she designed communications programs for a range of clients. Campaigns ranged from award-winning consumer marketing and public education to grassroots lobbying and government affairs. Earlier, she was with The Kamber Group, providing communications support primarily to labor unions and nonprofit organizations. She also has worked as a freelance writer, including for US News & World Report’s annual review of colleges and universities. Ms. MacDougall has a B.A. in English from Amherst College. She is a member of the Advisory Board of the Institute for Conflict Analysis and Resolution at George Mason University.
