Biography

Kimairis Toogood-Luehrs is a Conflict Prevention Specialist with the United Nations Development Programme (UNDP) in Osh, Kyrgyzstan. She is a doctoral candidate at the Institute for Conflict Analysis and Resolution (ICAR) at George Mason University.

Kim is a University of Illinois Urbana-Champagne Research Fellow 2010-2011, and was a National Security Education Program (NSEP) David L. Boren Fellow in Tajikistan studying civil society in competitive authoritarian regimes. She is also a former Katherine Davis Russian Language Fellow 2009 and a Hunt Inclusive Security Fellow 2009. Kim worked with a local NGO, Eurasia Foundation of Central Asia (EFCA), as a pro-bono consultant in Tajikistan and Kyrgyzstan, working on designing, monitoring and evaluating current projects focusing on capacity building of local NGOs. She supported the 2010 USAID Conflict Assessment team in Tajikistan by conducting intensive interviews with all sectors of society to identify potential conflict indicators. In 2008, Kim worked with the International Organization for Migration (IOM) in Dushanbe while conducting research on human trafficking in Tajikistan.

Kim has made presentations at the 2010 OSCE/NATO Peace Conference in Tajikistan, 2010 USAID ICAF Summit in Tajikistan, and 2008 EM
