Kimairis Toogood Luehrs
Kimairis Toogood-Luehrs is a Conflict Prevention Specialist with the United Nations Development Programme (UNDP) in Osh, Kyrgyzstan. She is a doctoral candidate at the Institute for Conflict Analysis and Resolution (ICAR) at George Mason University.
Kim is a University of Illinois Urbana-Champagne Research Fellow 2010-2011, and was a National Security Education Program (NSEP) David L. Boren Fellow in Tajikistan studying civil society in competitive authoritarian regimes. She is also a former Katherine Davis Russian Language Fellow 2009 and a Hunt Inclusive Security Fellow 2009. Kim worked with a local NGO, Eurasia Foundation of Central Asia (EFCA), as a pro-bono consultant in Tajikistan and Kyrgyzstan, working on designing, monitoring and evaluating current projects focusing on capacity building of local NGOs. She supported the 2010 USAID Conflict Assessment team in Tajikistan by conducting intensive interviews with all sectors of society to identify potential conflict indicators. In 2008, Kim worked with the International Organization for Migration (IOM) in Dushanbe while conducting research on human trafficking in Tajikistan.
Kim has made presentations at the 2010 OSCE/NATO Peace Conference in Tajikistan, 2010 USAID ICAF Summit in Tajikistan, and 2008 EMU Summer Peace Institute, as well as many conferences including the Kroc Institute (Notre Dame) 2006 Peace Conference, American University 2006 Peace and Conflict, CESS Eighth Annual 2007 Conference, and the 49th Annual ISA Conference in 2008. She has published a Springer Publications' book chapter titled "Civil Society in Central Asia" and is currently working on an article on "Civil Society Development in Tajikistan" with co-author, Associate Professor Anthony Wanis-St. John of American University. She was the former Secretary on the Board for the Central Eurasian Studies Society (CESS) and is currently a member of the International Studies Association (ISA)’s Eurasia Working Group. She is also a qualified Mediator trained through the Northern Virginia Mediation Service (NVMS).
Kim received her Masters of Arts in International Conflict Analysis from Kings College London and her Bachelors of Arts in Political Science and English from Clemson University.
